Step One in curtailing off-shoring of manufacturing jobs must be institution of a border-adjustable consumption tax. How can we expect fair competition when the tax playing field is fundamentally uneven? Canada's goods and services tax like the value added tax in Mexico, China and our free-trade partners distort investment decisions and create a powerful incentive to buy tax-free imported goods instead of competing domestic goods. That self-inflicted wound damages American producers, their workers and taxpayers.
